# TOTE
An internal expansion program built on four pillars — **T**raining, **O**utreach, **T**ooling, and **E**xpansion. The goal is a steady, long-term investment in the people, skills, and facilities that keep the [[Valkyries of Hanakotoba]] running.
## Training
Train up our current techs. They are good, but they could be better — even my head tech. Focusing on interns for recruitment will also keep a steady supply of techs with more up-to-date knowledge and fresh ideas, but even with those fresh ideas coming in, I want to make sure our current teams are skilled up.
I would like to start by reaching out to the head of the maintenance classes to get an idea of the level they teach to. Beyond the universities below, I also want to know whether any other companies or facilities — offsite or onsite — can fill this need.
## Outreach
I need to fill up our teams. I didn't bring extra techs, and I'm already up two mechs that would (I hear) need a total of 7 techs each. This can be started with internships from various nearby colleges and general recruiting. I am not expecting general recruiting to work well at this time, but internships might.
We can spread them around and rotate them so they get experience on a variety of vehicles and kinds of maintenance and repair, while also minimizing the hit to any one team for having an intern. I believe they are a net gain long term, but short term it can be rough. After a few batches, the teams will be used to it and will be _asking_ whether they can get an intern or two.
Recruitment I will wait on.
## Tooling
All the training doesn't help if the teams don't have the tools they need. We already invest in keeping up, but like with training, spending more should see a benefit. It will also make it easier to recruit or invite interns if, while they are here, they get a chance to work with tools ranging from the basic hammer and wrench up to the state of the art that we have available.
This might from time to time include the bays and facilities themselves.
## Expansion
First in expansion I am going to work with Clan Starfall to create and start [[Brunhild Skyframe Solutions]], a VTOL repair facility. I am working with them already, so I don't need help here, but it is related and good to know about alongside the other things in this plan.

I worked up a plan for next steps. Training and Outreach are related in where I would reach out, so I did those together. Tooling and facility upgrades are tracked separately.

#### Who to contact
To start, I'll pick a batch of six universities to inquire at first.
**Hilo** (primary — close by and the obvious fit; likely both training and intern recruiting):
- Yabai Technology Institute
- Rosa Polytechnic Institute
- Kosen Technological University
- [[Nejiro Polytechnic]] (run by [[Loyalty Forsaken]])
**Cote d'Azur** (secondary — I have some French on Daisy's husband's side ([[Alphonse Barbeau]]), and historically on Earth it was a linguistically diverse place; the distance makes these more useful as places to train than to recruit interns, and the travel can serve as an "incentive"):

- Kiryu Daigaku
At each, I'm looking for admissions and corporate connections for training, then the career services department to talk about interns.
#### How to contact them
For **training**, I'll reach out to the department about corporate education for a workforce in focused areas. An initial inquiry can look like:

We'd have to research payment amount aside from this. We can tailor the length of the internship to be a semester at that university, ending just before finals and able to start before classes do (all depending — details we may not need).
### Tooling & Facility Upgrades
#### Who to contact
This is harder to pin down, as I don't have a lot to go on at first. Early candidates:
- Montana Peak — looks to have the types of companies I'd want, though I'm fairly sure this is a place name, not a company name.
- Hast Shipyards — looks good for VTOL things.
- Sugureta Zairyo — raw materials.
- Saisentan — might be useful for some things.
- Metals and Engineering ("Metec").
- Suzume Shipyards and Industrial Complex {sparrow} — a maybe; close, but it seems like it'd be in the business of *using* this equipment. The description I have hints they make their own stuff too.
- Ryobi {paradise day}.
- Meka Mekanika.
Various companies manufacture a certain thing, but a lot of them also offer repair services, so we wouldn't ask them first. We'd focus on places that seem like they'd be all for *supplying* this type of equipment.

There isn't really a one-size-fits-all message, so these are examples of what I'd send to each type.
For ones that seem geared toward **tooling / facility expansion / upgrades**:

These are overall the more risky and potentially pricy contacts. The idea is to poke around and see what falls out — I won't know the numbers until we see some numbers.
## Notes
- Everyone involved would be fully vetted by the GSF and anyone else who needs to sign off.
- I will inform the rest of the GSF with more detailed plans in case someone wishes to collaborate.
- Informing everyone will come once things start rolling, rather than while fact-finding.
- If you want more details about an aspect of this plan, I can work those out.
- Starting funds dedicated to this will begin at **$400,000**, with a hoped-for minimum of **$100,000 per month** going forward.
## Final Statement
I'm not expecting immediate returns from this; I'm thinking long term. I hope to see what it does over a few months and then either increase or decrease the amount per month. I want to keep the amount steady, since the people portion of this is going to be people who want something steady.
